This is an Optical illusion. A Still Picture in Motion. Note that this is NOT an Animated-GIF-File. It is a JPG-File. I'm not qualified to explain this. Anyone wanna try explaining?
It's also kinda fun... coz if you stare at the portion that you think is moving, it will stop and be still. An animated GIF file will not do that.
