"For there is no love
without music 
No rain 
.
without peacocks 
perched 
in branches 
.
of sandalwood trees 
with plumes 
of angels 
.
and voices of thieves 
pleading for their loves 
to return "

I might have a clue to what it means, 
but it'll probably NOT be what the poet intended.
.
Here's my take...

It's about a person who has led a negative life... for example...
a criminal, a selfish person, a rebellious teen or a former atheist.
.
In the first stanza...
"no love without music, no rain without peacocks perched in branches..."
He suddenly finds that his life has no happiness and is full of regret. 
.
In the last stanza... 
"and voices of thieves pleading for their loves to return" 
... he hopes that the people he loves (or God) will forgive him.
.
